Banverket
Banverket is a gov agency responsable for the maintaining,
renewal and development of the Swedish railway
infrastructure. Banverket has a research programme and a
research budget. The programme covers not only Banverkets
own needs as an infrastructure manager but also the needs
of the railway system as a whole including vehicle
questions, seamless transport issues, mobility and
accessibility etc. Banverkets philosphy is to work
together with problem owners, industry, universities and
institutes in defining relevant research areas, projects
etc in order to produce knowledge that can be implemented
in new products and services for the good of the railway
system.
On the academic side Banverket supports railway research
at a number of Swedish universities for example materials
and wheel rail interaction at Charmec, Gothenburg, running
gear, traction, catenary and power, lightweight
constructions and noise at the railway group at the KTH
Stockholm, ride comfort and train simulation tools at VTI,
human-machine interaction, expertsystem as an aid to
traffic control at Uppsala university. Banverket is
participating wheen needed in for example supplying track,
measurement waggons and staff for vechicle dynamic testing
etc. Banverket welcomes contacts between Swedish and
central/east european academia that can result in EU
projects.
Examples of current or suggested research projects
Green Train is a recently kicked off vehicle research
program with the aim to study requirements for the next
generation of high speed trains suitable for mixed traffic
lines. The train should be equipped with track friendly
running gear, display good LCC, energy efficiency and
noise properties, have design and comfort qualities and be
able to run at commercial speeds between 250 and 300 km/h.
The vehicle should be designed for the type of mixed
traffic lines that exists in Scandinavia, the Baltic
region, Poland, Czech republic, Hungary ... . Co-operation
with central and east European countries under EU programs
would be welcomed.
New innovative freigth concepts including sustainable
logistics. Profitable small trains at high speeds concepts
that can be assembled and split in order to collect
dispersed high value goods. Including innovative low cost
load un load solutions.
Infrastructure co-operation can be about higher axle loads
and hihger speeds on mixed traffic lines, materials, LCC,
energy reduction etc.
Banverket and its associated swedish partners are
interested in co-operation with other progressive nations
under EUs research programmes.

Analysis of railway's constructions considering using
technology of explosive metal's working for solutions
decreasing mass of carriageable constructions (welding
connectors aluminum alloy - steel), durability of railway
subgrade elements (hardening by explosion), decreasing
costs of energy (bimetallic current connectors)
Project includes three problems connected with railway,
concern: (1) analysis of vehicles, wagons, and cistern's
construction considering possibility of using aluminum
alloys in its building and at the same decreasing mass
construction using explosive connector aluminum alloy +
steel. (2) Widespread using of explosive hardening
technology of stem of turnout for its durability
increasing with costs of operation decreasing. (3)
Analysis of electrotechnics and electro power engineering
constructions considering wider using of bimetals -
current connectors to decrease costs of manufacturing,
increasing durability, reliability and to decrease costs
of electrical energy transmission.

IBOS - IMPROVED BOGIE SYSTEM FOR HYBRID AUTORAIL VEHICLES
FOR TECHNICAL RESCUE& SERVICING
The public transportation in large European cities relay
on the road transportation menaces - buses and rail based
transportation - trams and underground. The increasing
problems with road transport (traffic jams, air
pollution, noise) and high costs of underground solution
cause the increase of the trams role in the city
transportation problems solution. It may be said, that
kind of transportation menaces even come back onto town
streets. It still seems to be the most safe, economic and
environment protective one.
The tramways infrastructure - power supply
network, rail - demands for more and more efficient and
sophisticated maintenance tasks. The efficient management
of municipal transport considerably depends on having
special technical rescue equipment for removing results of
collisions and accidents in tramway traffic. Also there is
need for equipment for repairing and maintenance of tram
and trolley-bus overhead wire system, assembling and
disassembling of rail track sections etc. The problem to
be solved, it is the vehicle features which allow for easy
access to the area of operation. The cost of general
purpose all terrain heavy vehicles, which could be used as
a basis for maintenance vehicle handler, it is
prohibitively high for most of municipal organisations.
Also the air polution as well as noise level generated by
that kind of equipment (allowed 80dB) is difficult to
accept in the high density urbanised area.

Increasing efficiency and safety in railway freight
transport.
Railway transport development imposes increasing
requirements which should be fulfilled by the rail vehicle
and track to assure travel safety in difficult
exploitation conditions. The Aim of the project is to
investigate the possibility of increasing capacity of
freight trains in the meaning of transport efficiency and
safety. At the same time it is the main field of research
in my work on Ph.D. thesis. The tendency to increase
capacity and axle loads of freight wagons is well
developed in such countries as the United States and
Australia. Similar trend is emerging in Europe, where UIC
standard axle loads have increased from 180kN to 225kN in
recent years, and some countries like Sweden and Great
Britain exploit much heavier freight wagons on chosen
tracks. This trend to introduce heavier wagons has to be
accompanied by considerable research into the costs and
benefits for larger wagons and heavier trains. Increased
capacity and axle loads shorten track component lives,
increase the rate of degradation of the track structure
and may increase the risk of derailments. However, the
operating savings that can be achieved by operating fewer
but larger wagons offer several benefits e.g.: need for
fewer wagons to transport the same volume of commodity,
need for fewer trains, improved net to tare ratio, fewer
crew starts and resulting wage savings, reduced fuel
consumption per net ton, reduction in wagon and locomotive
distance operated. Some negative impacts: increased wear
of such components as: rails, wheels, subgrade, sleepers,
need for upgrade of track components and other structures
(if necessary) e.g. bridges, longer braking distance of
heavier trains, increased wear of other mechanical
components.

Magnet trains with distributed along the guideway
photovoltaic energy system for it's propulsation
System provides a determination magnet-plane's location
of with defined ascuracy and realizes automatic control
of the guideway coils of linear synchronous propulsation
driver (LSPD) on the basis of the received data by means
of synchronized electroenergy supply at that moment, when
magnet-plane (levitated vehicle) passing over them. At the
same time the system provides monitoring of movement
parameters such as speed, acceleration, gap value between
the magnet-plane bottom and active guideway structure
surface, and gap between vehicle and lateral guideway
walls, etc.
The basis of the system construction is the method of
phase correlations measurements of monochromatic
frequencies of two synchronized super-accuracy sources of
microwave signals: one of which is supporting and
immobile, and the second is informative and located on the
magnet-plane.
Current information about navigation
parameters is used to form the signals which control the
swich-state of the guideway coils. The coils supplied from
the distributed photoelectric energy system, but control
signals go from three-wire feeder of asynchrony-address
interface.
The project foresees a conducting of research
complex on questions of:
a) high accuracy determination of magnet-plane location
along guideway and it's dynamic parameters in the real
time on the basis of phase correlations analysis of
signals of immobile and mobile synchronized microwave
generators;
b) power efficiency of LSPD with the discretely guided way
sections of minimal extent and feeding of the guideway
coils from autonomic photoelectric energy units;
c) optimal construction of autonomic photoelectric energy
unit as a basic element of energy supply distributed
system of LSPD;
d) subsystems for integration of navigation, energy
supply, control and diagnostics into the united automated
system of the magnet-levitated vehicle movement conrol.
The expected term of project implementation is
3 years.

Ultrasonic non-destructive testing
In this presentation it is considered the problem of
automatic complex testing of railway wheel pairs condition
at their manufacturing and recovery. The main tasks of
tasting are:
localization of faults in wheels and connected axes;
measurement of fault parameters ;
decision-making about a railway wheel pair condition
(fitness);
measurement of residual stress in a railway wheel rim.
In order to solve this problem it is accomplished
investigations in two directions. The first one is
definition of correlation geometric parameters of active
components of piezoelectric and electromagnetic-acoustic
sensors for straight and sloping ultrasound input with
space distribution of echo-signal amplitudes in a near
region of acoustic diffraction. The results of this
investigation will allow to develop an acoustic scanner
provided ultrasonic uniform cover of a tasting region.
The second direction is devoted to the problem of
distribution reconstruction of triaxial residual stress
in the section of a 3-D component using effect of
acoustorigidity. Next is development of equipment for
measurement of triaxial residual stress in railway
wheels.
In this report is given an example of the similar
equipment developed in our laboratories and applied in
industry in Ukraine.

Double-Voltage Onboard System Drive For Tramways and Local
Trains

The Tramway power network rated voltage is 600V DC, we
wouldlike to create new type of traction motor power
converter, which could be work in the train power network
where rated voltage is 3000V DC. It means that the
orydinary city tramway could be in service on the short
local train lines (up to 50 km from the city). This
solution is much cheaper than local train connection,
because the differences of weight and installed power of
motors in this rail vechicles is less about 5-6 times.
Example: Polish train EN-57 has a 4 motors 150kW each.
Total Power is 600kW, but rated voltage is 3000V DC. The
standard power of the tramways manufactured in Poland is
100kW, but rated voltage is 600V DC. WE WANT TO MATCH
THEM.
We wouldlike to create a power converter for the 3000V DC
long distance trains, that they could operate in the local
tramway network 600V DC. This solution could be used to
service a mass meetings, for example: football matches,
national holidays, religious events or festivals.
We wouldlike to take a part in creation of consortium. Our
job will be designing and implementation of full electric
equipment for railway vehicles. For the power converter
which I mention above we have to take a special researches
to slove all technical problems.

Topologies of MAGLEV transport system for Ukraine and
Europe
At present the problem of fast, comfortable and safe
delivery of passengers is an actual. This problem can be
solved by using high-speed railway and MAGLEV-transport.
For Ukraine directions have been considered at which
construction of high-speed lines a reasonable. It was
found that none at than a necessary volume of passenger
traffic for maintenance of a normative time of outlay
recovery of MAGLEV systems. The analysis of kinds of
transportations has shown that, except for passengers, it
is meaningful to utilize trough MAGLEV transport
perishable and other cargoes, which require fast delivery.
Since the territory of Ukraine is not too large, the
MAGLEV transport with an average speed 500 km/h allows to
cross it in any direction no more than for 4 hours.
Therefore, the decision was accepted to consider an
opportunity of construction ring MAGLEV line in Ukraine.
In this case only, the construction of MAGLEV line is
economically justified. This idea is very interesting for
all Europe.

Ambient Intelligence in the Automobile Industry
The Foundation was established in 1992 by the National
Committee for Technological Development, with the purpose
of creating an institute suited to carry out efficient
applied technological and scientific research and
development - as a preparatory step towards accession to
the European Union. The Foundation operates as a
non-profit organisation and its research and development
activity is carried out in its institutes, namely the
Institute for Materials Science and Technology, the
Institute for Biotechnology and the Institute for
Logistics and Production Systems. The focus of operations
at the institutes is the carrying out of applied research
tasks. The aim of the institutes' innovative activity is
to develop and adapt technologies, subsequently
transferring them with added value.
A new institute is being formed to dedicate resources to
Ambient Intelligence research. This institute will have
the additional task to find synergies between its main
competence field and the automotive industry.
Based on the main goals, tendering operation has been
started where research and creation of mainly automotive
based systems have been offered. Activities will spread
but not limited to the following digital
radiocommunication-based research and applications.
Ad hoc communication-based cruise control, GPS and radio
based crash avoidance, pile-up avoidance, active
road-side-based speed warning and limiter, emergency
message transmission, camera and radio based mobile
traffic observation system, radio-based support for fleet
managemet systems.

There is a time - for taking seriously results of research works that have been done in leading research institutes, agricultural and technology universities in Poland.
Agricultural Transport Transformation will have great impact on quality and work safety of agricultural family farms, machinery ring users, SMEs in rural areas as well as on better environment protection. Implementation of new road units with modern brake system in Poland should be included in governmental strategic plans.
R&D works should be included in projects of surface transport's technological platform and thanks that supported widely by structural funds.

On-Board Diagnostic Smart Card for Online Monitoring the
Vehicle's State
The proposed vehicle diagnostic system is based on the
Java/Cyberflex e-gate smart card with USB-token
form-factor. It assumed to be connected to the current
OBDII interface (in the most cars developed after 1996
year) or potentially to the future OBDIII interface at the
car dashboard through standard or proprietary 16-pin-OBDII
connector-to-USB "A" host adaptor. The system is intended
for:
- monitoring the current state of the vehicle (in-card
data database),
- accumulating the whole record about more than 100
vehicle characteristics during the current and previous
drive routes,
- unplugging the e-gate smart card and analyzing the ways
for tuning the vehicle at home, maintenance site, research
facilities.
The On-Board Diagnostic e-Gate Smart Card could be used
by:
by ORDINARY drivers in everyday situations to decrease the
risk of unpredicted damage of their cars;
by cautious PARENTS who would like to prevent the
incautious driving the cars by their children;
by OWNERS of the big automotive parks to monitor SECURELY
the proper usage of their corporate vehicles (speed
limits, distances, etc.);
by automotive SALES MANAGERS to test quickly and securely
the state of the selling/buying vehicles.

The development of method and software for computer-based
training of drivers to improve (assess) visual information
acquisition skills
Mathematical model for description of spatial and temporal
movements of eye-sight in the process of visual
information acquisition (VIA) by driver should be
integrated in computer-based training. Quantitative
analysis of experiments results carried by the author of
proposed project, shows that the specific patterns of VIA
have direct relation to the road traffic safety.
Significant differences have been found in the ways visual
information is acquired by drivers with different driving
experience and skills (drivers with 10, 5 and 1 year
driving experience were tested using NAC Eye-Mark
Recording equipment (Model-4). The following VIA
characteristics were examined: eye-sight movements across
the field of perception; time of observation; number of
information items; number of information zones; algorithms
of sight movements, etc.
The driver's VIA "safety index" is determined for each of
the t, so-called, typical dangerous driving situations
(TDS).

Prevention of visual efficiency decrease in drivers due to
glare during night drive
Driving a vehicle in limited or sometimes "zero"
visibility (due to dense fog, rainfalls or heavy clouds
and night drive) frequently leads to severe accidents.
Such hindrances as unlit vehicles or pedestrians and
animals appearing on the road are thought to be the most
common (immediately following speeding) causes of car
accidents. Light from headlights in difficult weather
conditions cannot ensure visibility that allows driving a
vehicle safely. Headlight glare is a common driver
complaint. Glare is one of the biggest complaints that
drivers have about headlights. Typically, drivers do not
complain about glare coming from their lights, but glare
coming from another vehicle on the road - either ahead of
or behind them. Studies show it takes a typical driver 10
seconds to recover from headlight glare situations, and
this time increases as we age. The main aim of this
proposal is a study on prevention of visual efficiency
decrease in drivers due to glare during night drive. We
plane to do medical and technical research. The former
will involve medical examinations on a representative
group of professional drives to analyse factors which
affect on psyche and fatigue of drivers during night
drive. Within technical research, we plan to work on the
construction of new types of filters and systems
integrated with cars which help to avoid glare.

Online Personal Traffic Optimizer on the Basis of Smart
SIM-card System to Avoid Traffic Jams and Congestion
The proposed GSM Java solution SmartAssist is the
automatic suite intended for
- monitoring the current traffic conditions obtained by
Web-access;
- adapting the personal schedule to unpredictable traffic
force-majors (jams, congestion, etc.);
- analyzing the ways for improvement of the schedule;
- find the path optimized by the overall "time to go";
- find the path optimized by the overall "distance to go";
- informing the user about the current state of schedule
WITHOUT intruding and obtrusive manual operating;
- making the AUTOMATIC pre-defined CONDITIONAL actions:
EASILY RECOGNIZABLE event-driven audio signals or
vibrations, SMS messages, phone connections (assumed to be
in the final version in a month after debugging and
testing).
The proposed in-SIM-card system could be used
- by EVERYONE in everyday situations to eliminate the
delays and optimize the free time in the "this-day"
personal schedule;
- by TRAVELLING SALESMEN to optimize meetings at client
sites,
- by SCHOOL BUS DRIVERS, CATERERS, EXPRESS MAIL COURIERS,
etc. to inform automatically the users at their
destinations about potential delays.

An optimization programme for trailers, semitrailers and
truck bodies weight reducing as a result of using
dedicated manufacturing technologies and modelling of the
parts, and elements which build described vehicles
The idea of the project is to connect research area
together with technological possibilities of "strong"
Eastern Euopean Partner (Hungary) . My PhD Doctoral
Thesis was dedicated to analytic-numerical methods for
calculating welding structures temperatures and stresses.
Several hard works can guarantee decreasing the weight of
trailers building elements by "removing" metal material
where not necessary to exist. Also replacing existing
elements with other serving better the interest of whole
construction would have sense.

Increasing the traffic moral
The traffic moral is catastrophically on the roads
nowadays. Pedestrians cannot get advance at the zebra
crossings, sidewalks are occupied by parking cars,
junction areas (the common area of crossing streets) are
occupied by queued cars, drivers often drink alcohol, and
speed limit is often exceeded.
These symptoms cannot be finding equally in all countries.
For example, the car driver stops at zebra in The
Netherlands, even if pedestrian didn't step down on the
carriageway. You can rarely see these situations in
Hungary.
All of these are resulted from human elements, and can be
experienced in East European counties.

Creep and plastic deformation of discs
Today the number of gas
turbine-powered vechicles monotonically
increases. Especial attention is paid to the creep
properties of material of the turbine discs. The
mechanical-thermal treatment is a progressive method of
improvement of creep properties of metals. These treat is
a combination of mechanical and heat influence on metal
resulting in formation of regulated dislocation structures
in metal. Such structures strengthen the material causing
the decrease of creep deformation.
The mechanical-thermal treat consists of plastic
deformation and subsequent anneal of specimen. The plastic
deformation of discs is carried out by their
rotation under such frequencies when plastic deformation
arises in the points of disc.
As classical theories of plasticity and creep
don't take into account the influence of preliminary
treatment on creep one must use more contemporary theory
of irreversible deformation. The analytical description of
influence of preliminary mechanical-thermal treatment on
the rate of steady creep of turbine discs has been
presented in the framework of the synthetic theory of
plasticity and creep. Obtained analytical results concur
with experimental data so they may be used for
determination of steady creep as function of preliminary
mechanical-thermal treat.

MONITORING VEHICLE TRACTION PROPERTIES
To provide the optimal exploitation of the vehicle (in
particular trucks and big lorries) the complete diagnostic
tests of the vehicle propulsion system are needed. It
allows the vehicle propulsion system to keep the satisfied
efficiency and low pollutants emission of the engine
exhaust gases. In terms of ongoing vehicle exploitation
such diagnostics of the vehicle propulsion system is
considered as inconvenient and difficult in practice. The
main aim of the project is to work out method for vehicle
diagnostics, which includes the complete engine
performance during its work on the vehicle. The method
will be based on the traction survey of the vehicle by
using a system incorporating satellite navigation
receivers operating in the GPS system and a differential
system operating with a reference station (DGPS) enabling
recording the momentary coordinates of the location and
velocity of the vehicle under examination in the ellipsoid
system (x, y, z - the WGS-84 system) at a frequency of
20Hz. Up-to-date the NAVSTAR satellite system allows the
determination of not only the location of the observer,
but also observer movement velocity and time in any
location of the globe. In order to carry out complete
diagnostic tests of a vehicle, the measurements of the
transient motion of the vehicle during its acceleration
and the assessment of its dynamic properties are required
to be made. For these to be complete, the following should
be measured: vehicle displacement, velocity, time,
acceleration and vertical displacements. Preliminary
research have been carried out in the laboratories of the
project proposer. The obtained experimental results are
satisfied enough to develop the problem.

Improving driver's safety by human-centered design
philosophies with application of solutions based on
ergonomics
Project will be focused on analysis of the influence of
hazardous factors like: static load, monotony of work, on
the fatigue of the driver and on analysis of fatigue
occurring the most often among drivers.
Different conditions of the external load like special
adjustment of work stand equipment and environmental
conditions (noise, monotony, temperature) influence the
driver's fatigue and as consequence risk of accident or
occurrence of occupational disease.
The following subjects are the most crucial in overall
assessment of drivers safety:
Biomechanical assessment of drivers load and fatigue by
using measurements relating to forces steering
capabilities, joints angles, electromyography and computer
modeling
Physiological reactions like electromyography and
electroencephalography
In designing user-friendly driver interfaces guidelines
derived from studies in mentioned above areas constitute
very meaningful role.

Alternative fuel based on production of hydrogen on board
of the vehicle
The suggested system is based on the production of
Hydrogen and steam on board, by the reaction of light
metals (such as Al, Mg or B) with water. The Hydrogen is
then oxidized either by air or by dilute solution of
Hydrogen peroxide (H2O2) producing more steam at high
temperature and pressure. The oxidation takes place inside
a cylinder of a modified diesel engine. The energy stored
in the steam activates the piston of the engine. The metal
oxide that was initially produced in the process is
separated and delivered for recycling in a factory.

Methodology of forecasting sustainable development of land transport
The development direction of the transport system is delineated by: market economy conditions, technical and technological advancement in the field of transport and, to a significant extent, the goals of transport policy, which currently cover, among others, the aims of the ecological policy of the state.
Every modern transport policy must take into account the destructive impact motor transport has on the environment. The policy of sustainable transport development is directed at permanent and peaceful development.
One factor limiting the impact of motor transport on the environment, is harmonizing competition conditions among different branches of transport, as a result of taking into account external costs of transport.
The destructive impact motor transport has on the environment is a ground for initiating and carrying out various projects, including research ones, which aim, among others, at minimizing energy consumption and emission of pollutants from combustion engines.
Therefore, preparing a tool for forecasting ecological results of certain transport policy projects carried out by the state is significant for complete evaluation of various scenarios connected with transport development.
Scientific aim of the project:

INVESAD - Improved Inland Vessel Safety Design - Collision
and Grounding Aspects
Ship traffic on inland waterways and coastal waters will
increase according to the prospected EU economy
development. The increasing problems with road transport
(traffic congestion, accidents, air pollution, noise) may
become another reason for growth of the transport by
waterways.
The inland waterways are more and more
difficult to ship handling due to the decreasing depth of
navigable channels and increasing number of
hydro-technical structures such as bridges, locks,
harbors, dolphins etc. This enhances the risk for
collisions between vessels as well as between a vessel and
a hydro-technical structure. Also grounding events are
frequent, although often not reported. This poses a
serious hazard for possible pollution of inland waters as
well as commercial loss.
It seems, that the present tools for design
for inland vessels as well as necessary certification
regulations are not sufficient to satisfy the goals as
mentioned above.
The main objective of the proposed project is to improve
the inland vessel protection against the loss of
structural integrity through innovative design and
application of alternative materials such as foam-steel
sandwich panels or other lightweight structures capable to
absorb collision energy. A safety oriented design
framework shall be defined; it will be mostly dedicated to
the grounding onto different material (sand, mud, gravel,
clay, rock) and collision with typical hydro-technical
structures (bridges, dolphins, quays etc). The
investigations will focus on the increase of quality of environmental protection reduction of hazards to the people in the vicinity hydro technical structures protection easy after-collision services…

Development and adaptation of the protection computer
control system for isolated neutral system (IT)
Personal and Fire Protection Computer Control System of
Leakage Current for IT Network (PFPCCS) is the first
safety system, used partly in the world. It makes the
compensation of the faulty phase current in the IT-network
possible in order to increase the safety of the crew and
passengers. I addition, the danger of fire and explosion
on a ship is reduced by a short-circuit current
compensation system.
The project's aim is, on one hand, to develop, improve the
system and extend its use on new areas, and, on the other
hand, include into a general safety system (e.g. on
ships). Thus, the system, when adopted, can protect both
people and places, and work effectively: on ships and
waterborne vessels; in coal mines etc.; in hospitals; for
industry (e.g. food industry). This will be possible only
when the system meets the formal requirements and is found
valid by standard organizations (e.g. IEC, IMO, SOLAS). It
is worth noticing that a part of the short-circuit
currents' reduction system is used on the Polish Polonia
ferry (for people' protection).
The project concentrates both on the implementation and
research on the system.. Regarding the implementation
(e.g. adopting the system to new areas like hospital), 4
phases can be distinguished: firstly, defining the current
isolated neutral system; secondly, measure of its
parameters and their analysis; thirdly, adopting the
PFPCCS to the analyzed isolated neutral system. On the
other hand, the research aims at: defining the parameters
of the isolated neutral system on the basis of not
complete data (neural net); defining the range of the
isolated neutral system and the way it will be used;
defining the scope of the protection (i.e. people against
fire and/or limiting break of fire).
Significantly, the project is to contribute to: the spread
of the knowledge on the issue; new solutions for the
industry; international exchange of scientists (professors
and young ones); implementation of new technologies. As a
result, the competitiveness of the European economy will
increase.

In this project author presents methods that can be used
for estimating safety of navigation (navigational risk) in
the restricted sea areas by means of the model of the
ship's domain. (doctor's thesis presentation). He attempts
to define the following notions: 'safety of shipping',
'safety of navigation', 'sea area difficult for
navigation', 'risk of navigation' and 'risk of
collisions'. The essence of the method suggested in the
thesis is the systematic approach to vessel operation in
the aspect of estimating its safety when navigating in
restricted sea areas.

PATHWAYS REGIONAL STRATEGIES SUSTAINABLE DEVELOPMENT SURFACE TRANSPORT Thematic call in the area of" Sustainable Surface Transport Specific Support Actions" FP6-2002-Transport-2
The research comprises the regulations dealing with European funds management, the existing formal and informal recommendations of European Commission (regulation sphere) and the practical side of their functioning in all Polish regions, that is provinces (real sphere). The results of the conducted research give us the empirical material which justifies the need and possibility of formulating a new paradigm of the province (region) development management. According to this paradigm, the regional policy of the European Union, supported with modern techniques of regional strategic planning and operational programming and modern computer systems - is the instrument of European integration as well as the economic restructuring of the province (region) in knowledge-based economy. A provinces (regions) are trying to solve the problems of management in the European integration conditions by using the conceptions and mechanisms that were created in the past. It is legitimate to use, in Polish conditions, a modern conception of multifunctional techno-polis and thematic network of excellence model, as an over-regional centre stimulating an innovative activity and generating and transferring the modern technologies. The activity should be supplied on a base of financial installation of means descending from different foreign sources (including European funds) and domestic ones. It is important to establish highly professional centre for research, consulting and education in field economical, social, political, legal and cultural aspects of regional and local sustainable development through improved European Union structural funds management. In order to perform this important scientific - education task, it would be very helpful to organize the consortium of academic schools from all over the country which are specialized in theory and practice of international management of structural funds in field of research, education and consulting in regional and local sustainable development. The subsequent organizational steps should call for: appointment of the methodology unit for collection and generalization of domestic and foreign experience. Over the initial period, a distinct priority of the methodological activity, as well, as selection and education of the executive staff is necessary. New organizational structure must to be developed gradually, starting with small group.
